"민주노총이 파병 막아달라"    

이라크 노총 등 연대 메시지 보내와

이라크 노총과 이라크 실업자 노조가 7월 1일 민주노총의 추가 파병 반대 투쟁
에 대해 환영과 연대의 편지를 이메일을 통해 보내왔다. 

이라크 노총 등은 이 편지에서 "대한항공과 아시아나 항공이 지난 6월 24일 군
수품 관련 장비와 한국군 병력 등 파병 관련된 모든 것에 대한 수송 거부" 선
언에 대해 감사의 뜻을 전해왔다. 

이 편지는 또 "이라크 민중들은 미국의 국가 테러리즘과 이슬람 테러리즘이라
는 양자 모두에 의한 테러리스트 전쟁의 희생자가 되었"다며 현재 이라크 노동
조직들은 "(미군에 의한) 이라크 점령을 끝내고 이라크에 군대를 보낸 모든 정
부들에게 압력을 가해 군대를 철수시키도록 투쟁하고 있"다고 말했다. 

이라크 노총은 또 이 편지에서 "(한국의 노동조합이)한국정부의 이라크에 대
한 간섭과 군사적거 개입을 막아내길 희망"한다고 말했다.

Statement of UUI and FWCUI regarding the Opposition of Korean Trade 
Unions to the Deployment of more Korean troops in Iraq

민주노총의 한국군 추가 파병 반대에 관한 이라크 실업자노조(UUI)와 이라크 
노총(FWCUI) 성명서

Dear Friends in Korea,
Dear Friends in KCTU and Labor Unions at Korean Air and Asiana Airlines:
한국의 친구들에게, 
민주노총과 대한항공 및 아시아나 노동조합 동지들에게, 

The Workers in Iraq welcome the opposition of Korean Trade Unions to the 
plan of the Korean Government to dispatch more troops in Iraq.
이라크 노동자들은 한국 정부의 이라크 추가 파병 계획에 대한 민주노총의 반
대 입장을 환영합니다. 

The labor unions of the nation's two airliners, Korean Air and Asiana 
Airlines, declared Thursday June 24 2004 that they refuse to transport 
anything related to the troop dispatch to Iraq, including Korean 
soldiers to be stationed in Iraq along with armor and related equipment. 

대한항공과 아시아나 항공의 두 개의 항공사 노조는 지난 2004년 6월 24일 목
요일 군수물품과 관련 장비와 함께 한국군을 이라크에 배치시키는 것을 포함하
여, 이라크 파병과 관련한 모든 것에 대한 수송 거부를 선언했습니다. 

The Korean Confederation of Trade Unions (KCTU) demanded on June 23rd 
2004 cancellation of the plans to dispatch troops to Iraq, as one of its 
main demands for the first half of this year, in order to avoid 
sacrifice of further lives. We demand that the Korean government not 
play puppet to the foreign policies of the U.S. and that it take a firm 
stance against it, and that it protect the rights and the lives of its 
citizens.

또한 민주노총은 2004년 6월 23일 추가적인 희생을 막기 위해 이라크 파병 계
획 철회를 상반기의 주요 요구로 내세웠습니다. 우리는 한국 정부가 더 이상 
미국 대외정책의 꼭두각시 노릇을 중단하고 그것에 반대하는 확고한 입장을 견
지하여, 시민들의 권리와 생명을 보호할 것을 요구합니다. 


War and occupation of Iraq diverted the Iraqi society toward 
instability, chaos and battle fields of a terrorist conflict between 
political Islam and U.S. -led coalition. In short, untold misery and 
suffering have been imposed on the people of Iraq. The U.S. government 
has placed Iraq on the verge of total collapse and within arm's reach of 
dreadful scenarios like, civil war, religious sectarianism, ethnic 
cleansing, and tribalism. The invasion of Iraq brought terrorism not 
only to the people of Iraq but also on the global scale. 

전쟁과 이라크 점령은 이라크 사회를 불안정, 혼란 그리고 정치적 이슬람 세력
과 미국주도 동맹간의 테러리스트적 충돌로 몰아갔습니다. 간단히 말하면, 헤
아릴 수 없는 불행과 고통이 이라크 민중들에게 강요되었습니다. 미국 정부는 
이라크를 전면적인 붕괴 직전 상태, 그리고  내전, 종교적 분리주의, 인종 청
소, 종족주의와 같은 무시무시한 시나리오에 근접한 상태로 만들어 버렸습니
다. 이라크 침략은 단지 이라크 민중에게 뿐만 아니라 지구적 수준에서 테러리
즘을 가져왔습니다.  

Democracies, freedom of Iraqi People from the fascist government of 
Iraq, etc., were only war propaganda. Iraq War was one of the steps of 
USA to establish its New World Order and to implement its hegemony and 
Dominance over the World. At the same time, the political Islamic groups 
in Iraq have transferred Iraq to a battle field of their terrorist 
actions. Terrorism, insecurity and violence against the human rights, 
labour rights and women's rights are the prominent features and part of 
the daily lives of the people of Iraq. 

민주주의, 이라크 파시스트 정부로부터 이라크 민중의 자유 등은 단지 전쟁을 
위한 선전에 불과했습니다. 이라크 전쟁은 미국이 새로운 세계질서를 구축하
고 전 세계에 대한 헤게모니와 지배력을 유지하기 위한 하나의 수단이었습니
다. 동시에, 이라크의 정치적 이슬람 집단들은 이라크를 테러리스트적 행동을 
위한 전장으로 만들어 버렸습니다. 테러리즘, 불안정, 그리고 인권, 노동권, 
여성권에 대한 폭력은 두드러진 특징들이며, 이라크 민중들의 일상적 삶의 일 
부분입니다. 

The people of Iraq became the victims of the war of terrorists -- both 
state terrorism of USA and Islamic terrorism. The workers in Iraq 
suffered on one side from the aggression of Saddam's regime for 35 years 
and on the other side from the economic embargo for 13 years, war and 
occupation of USA- led coalition on Iraq.

이라크 민중들은 미국의 국가 테러리즘, 이슬람 테러리즘이라는 양자 모두에 
의한 테러리스트 전쟁의 희생자가 되었습니다. 이라크 노동자들은 한편으로는 
지난 35년 동안 사담 후세인 체제의 공격으로부터 다른 한편으로는 13년 동안
의 경제 봉쇄, 미국 주도 동맹군에 의한 이라크 전쟁과 점령으로부터 고통받
아 왔습니다. 

Last year on February 15, millions of people and workers worldwide 
opposed the war on Iraq and demanded to stop the aggression and war 
crimes of USA government to launch war on Iraq. Thousands of trade 
unions and workers' organisations, along with freedom-loving people, 
protested until now against the occupation in Iraq and demanded 
immediate withdrawal of the occupying troops from Iraq. 

작년 2월 15일, 전 세계적으로 수백만 명의 민중들과 노동자들이 이라크 전쟁
을 반대하고, 침략 중단, 이라크 전쟁을 개시한 미국정부의 전쟁 범죄 중단을 
요구했습니다. 수천의 노동조합과 노동자 조직들은 자유를 사랑하는 민중들과 
함께 이라크 점령을 반대하며 지금까지 투쟁하고 있고, 점령군들의 즉각적인 
철수를 요구했습니다. 

We the independent labour unions in Iraq have launched an international 
campaign to end the occupation and for labour rights in Iraq since March 
2004 and until now labour leaders and unions from more than 40 countries 
have supported the demands of this campaign and an appeal presented by 
us to the ILO for full implementation of ILO conventions Nos. 87 and 98 
in Iraq confronting the oppressive steps of the US- civil administration 
and Iraqi Governing council in violating the labour rights in Iraq.

이라크의 자주적 노조로서 우리는 지난 2004년 3월부터 점령을 끝장내고 이라
크에서의 노동권 보장을 위한 국제적 캠페인을 시작했으며, 현재까지 40개국 
이상의 노동 지도자들과 노조가 이 캠페인의 요구를 지지했습니다. 또한 이라
크의 노동권을 침해하는 미행정청과 이라크 과도통치위원회의 억압적인 조치
에 대항하여 ILO 협약 제 87호와 98호의 완전한 이행을 위해 우리가 ILO에 제
출한 호소 역시 지지했습니다. 

The UUI is a genuine representative of unemployed workers. The UUI, 
along with the Federation of Workers Councils and Unions in Iraq-FWCUI , 
is striving to end the occupation in Iraq and pressing all governments 
who sent troops to Iraq to withdraw them from Iraq, struggling for a 
secular government, for political freedoms, for improvement in the 
security situation in Iraq, for improvement in the living conditions of 
Iraqi people and put forward a democratic labour law as alternative 
labour legislation which guarantee unconditional freedom for Iraqi 
Workers to organise and strike and full implementation of the ILO 
conventions in Iraq.

이라크 실업자 노조(UUI)는 실업 노동자들을 대표합니다. 이라크 실업자 노조
는 이라크 노총과 함께 이라크 점령을 끝내고 이라크에 군대를 보낸 모든 정부
들에게 압력을 가해 군대를 철수시키도록 투쟁하고 있으며, 또한 세속 정부와 
정치적 자유, 이라크 상황의 안정화, 이라크 민중들의 생활 조건 개선 그리고 
단결하고 파업할 수 있는 이라크 노동자들의 완전한 권리 보장을 위한 대안적
인 노동법제로서 민주적인 노동법 제출하여 이라크에서 ILO 협약의 완전한 이
행을 위해 투쟁하고 있습니다. 


We hope that you will be successful in preventing intervention and 
military involvement of the Korean Government in Iraq because the result 
of all these Conflicts are only more bloodsheds of the millions of 
innocent people in the war of Terrorists, and we express our full 
solidarity in your actions against the deployment of Korean troops to 
Iraq and for withdrawal of not only Korean troops but also all occupying 
troops from Iraq.

우리는 동지들이 성공적으로 한국 정부의 이라크에 대한 간섭과 군사적 개입
을 막아내길 희망합니다. 왜냐하면 그러한 분쟁은 테러 전쟁 속에서 오직 수백
만 명의 무고한 사람들의 학살이라는 결과만을 가져오기 때문입니다. 그리고 
우리는 한국군의 이라크 파병에 반대하고 한국군 뿐만 아니라 모든 점령군의 
이라크 철수를 위한 동지들의 투쟁에 전적으로 연대를 표합니다. 


We call all labour organisations and Unions worldwide and especially in 
USA and UK to join this action of Korean trade unions to end the 
occupation in Iraq and for immediate withdrawal of all troops from Iraq 
and for a better future for Iraqi society and the working people of Iraq.

우리는 이라크 점령을 끝장내고 이라크에서 모든 군대의 즉각적인 철수와 이라
크 사회 및 노동 대중의 더 나은 미래를 위한 한국 노동조합의 투쟁에 동참할 
것을 전 세계, 특히 미국과 영국의 모든 노동자 조직과 노동조합들에게 호소합
니다.
