‘한일FTA 저지 한국민중 동경투쟁단’, 본격 활동 돌입 

- 1일 오전8시 외무성 앞 집회, 오후 6시까지 연좌농성 … 두 차례 기자회견 
예정 (2004. 11. 1) 




1. <한일 FTA 저지 한국민중 동경투쟁단>이 본격 활동에 돌입한다. 한국민중 
동경투쟁단은 1일 오전 8시부터 오후 6시까지 정부간 한일 FTA 6차 협상이 열
리는 일본 외무성 앞에서 집회 및 항의행동, 연좌농성 등을 벌이며 본격적인 
한일 FTA 저지투쟁에 불을 지핀다는 계획이다. 




2. 투쟁단은 먼저 1일 오전 8시부터 외무성 앞 항의행동에 돌입한다. 한국민
중 동경투쟁단의 첫 활동이 될 이 집회에는 90여명의 한국 원정단뿐 아니라 일
본측 시민사회활동가 50여명이 참가해, 양국 공동 투쟁의 시작을 알린다. 




3. 또한 한국 투쟁단은 오전 10시 같은 장소에서 한일 양국 공동기자회견을 갖
고 한일노동사회시민단체 공동성명을 발표한다. 이후 한국투쟁단은 계속해서 
오후 6시까지 외무성 앞 연좌농성을 벌이는 한편, 조준호 일본원정투쟁단장(민
주노총 조직강화특위장)과 전농 제주도연맹 의장을 비롯한 10여개 사회단체 지
도부들은 오후 3시 외신기자클럽에서 또 한차례 기자회견을 갖고 ▲한일 양국 
민중의 생활을 파탄의 구렁텅이로 빠트리는 한일FTA 교섭을 즉각 중단 ▲ 협
상 내용 및 과정 공개 등을 촉구할 예정이다. 




4. 한편, 31일 동경에 도착한 한국민중 투쟁단은 숙소로 사용하는 시내의 한 
교회에서 자체 결의대회를 갖고 향후 투쟁 계획 등에 대해 논의했다. 이에 앞
서 투쟁단은 일본측 한일FTA 저지 실행위원회의 주최로 열린 환영대회에 참가
하기도 했다. <이의있음! 일한 FTA 캠페인>, <탈WTO풀뿌리 캠페인>, <젠토이
치 노조> 등 일본측 실행위 소속 활동가 150여명과 한국민중 투쟁단이 한 자리
에 모인 가운데 진행된 환영대회는 한일FTA 저지를 위한 양국 연대투쟁의 의지
를 다지기에 충분한 자리였다.

한일노동사회시민단체 공동성명 




한일양국정부는, 11월1일부터 3일까지 3일간, 도쿄 가수미카세키에 있는 외무
성에서 한일자유무역협정(FTA)을 둘러싼 제6차 정부간 협상을 진행할 예정이
다. 한국과 일본의 노동, 사회, 시민단체는 한일FTA 협상이 시작된 작년12월 
이후, 한일 양국 정부를 향해 정부간 협상을 즉각 중단하고, 양국민중의 의견
을 수렴할 것을 강력히 요청해 왔다. 한일FTA가 한일양국민중의 기본적인 인권
을 침해할 우려가 있기 때문이다. 그러나 양국정부는 우리의 요구를 일체 무시
하고 지금까지도 정부간 협상을 계속하고 있다. 




 7월 스위스 제네바에서 열린 WTO 일반이사회에서 도하개발의제(DDA) 기본골격
이 합의된 이후, 현재 각국 정부는 그동안 진행시켜온 양국간, 지역간 FTA 체
결협상에 더욱 박차를 가하고 있다. 이러한 가운데, 한일양국정부는 한일관계
정상화 조약체결 40주년이 되는 2005년 초기에 한일FTA를 체결하고, 중국을 포
함한 동아시아지역 자유무역지대를 창출하려고 계획하고 있다. 




현재 양국정부는 한일FTA 협상 내용은, 외교협상이라는 이유를 들어 우리들 한
일양국의 민중에게는 일체 공개하지 않고 있다. 즉, 노동, 환경, 건강, 농업주
권, 공공서비스 등 우리의 일상생활과 관련되는 모든 문제가, 우리가 전혀 모
르는 곳에서 일방적으로 논의되고 있는 것이다. 만약 양국정부가 합의를 이끌
어 낸다면 이후 곧바로 국회에서 비준될 것이다. 바로 지금, 우리의 소중한 생
명과 권리가 이토록 어처구니없는 방식으로 거래되고 있는 것이다. 우리의 생
활, 환경, 건강은 결코 거래대상이 아니다. 또한 우리들이 살고 있는 이 지구
는 절대 상품 아니다. 따라서 우리들은 이러한 정부간 협상에 단호하게 반대한
다. 




한일FTA 협상에 앞서, 한일 양국의 산/관/학 단체는 공동연구작업 끝에 [한일
FTA 공동연구회보고서]를 작성하여 작년 10월에 발표했다. 이 보고서는 '한일
FTA에 의한 대일적자증대는 단기적으로는 한국측에 불리하지만, 장기적으로는 
한일산업간의 전략적 제휴가 이루어져 양국모두에게 유리하게 작용할 것'이라
고 일방적으로 결론내리고 있다. 그러나 대일적자증대로 도산을 강요당할 한국
의 중소영세기업, 또는 전략적 제휴에 의한 기업간의 재편통합과정에서 무자비
하게 거리로 내몰릴 한일양국의 노동자와 그 가족 및 민중의 생존에 대해서 양
국정부는 무엇하나 언급하지 않고 있다. 이러한 이유로 지금까지는 많은 피해
가 예상되는 한국측에서 먼저 한일FTA중지론, 신중론의 목소리가 점점 커지고 
있다. 




분야별로 보면, 농업분야에서는 한일양국 모두 식량자급율이 저하하고 있는 상
황에서, FTA가 발효된다면 양국민중에게 중요한 식량생산기반이 한층 악화될 
것이다. 소비자의 입장에서 보더라도, [무역의 신속화]라는 명분으로 도입되
고 있는 상호승인제도(MRA)와 위생식물검역(SPS)조치, 식품규격위원회(코덱스
위원회, CAC)기준의 적용 등 일련의 조치는 소비자의 건강과 식의 안전을 위협
할 가능성이 매우 높다. 우리의 반대목소리를 억누르고 작년1월에 발효한 한일
투자협정은, 다국간투자협정(MAI)의 내용을 답습하는 것이었다. 게다가, 이번 
한일FTA 협상에서 이 한일투자협정을 한일(FTA)에 포함시키는 것도 검토되고 
있다. 이것은 한일FTA를 통해 한일투자협정을 한층 높은 단계로 발전시키기 위
한 것이다. 따라서 우리는 외국의 특정기업이 해당국가의 노동조건 등을 무시
하고 국가를 제소하는 것을 가능하게 하는 투자협정의 강화를 절대 용인하지 
않을 것이다. 




한편, 한일FTA 협상에서는, 노동운동, 농민운동, 환경운동, 소비자운동 등을 
억제하기위하여 [비관세조치]와 [비즈니스환경정비]라는 조항을 포함시키려 하
고 있다. 민중의 삶과 직결된 다양한 운동을 [자유로운 무역/투자]를 방해하
는 [비관세장벽]으로 인식하며, 또한 순조로운 [비즈니스환경정비]라는 명목으
로 그 [장벽]이 되는 민중운동의 탄압을 가능하게 하는 제도를 도입하는 것이 
검토되고 있다. 이것은 WTO에도 없는 새로운 이슈이다. 따라서 한일양국정부
는 [비관세조치]와 [비즈니스환경정비]를 명목으로 진행하고 있는 민중의 권리
침해조항을 즉시 철회해야만 한다. 




오늘, 한일FTA 협상에 반대하여 한국에서 한일FTA 저지를 위한 한국민중원정투
쟁단이 방일하였으며, 일본측에서는 이 원정단과 연대하여 공동투쟁을 추진하
기 위하여 [일한FTA교섭에 반대하는 11월 일한공동행동실행위원회]를 결성하였
다. 그리고 오늘부터 협상기간인 11월3일까지, 우리 한일양국의 노동,사회,시
민단체는 한일FTA　협상에 반대하는 11월 한일공동행동을 시작할 것을 선언하
며, 한일양국정부의 협상단에게 아래의 내용을 강력히 요구한다. 




하나, 한일양국정부는, 한일FTA에 관한 협상내용과 협상의 전 과정을 공개하
라! 

하나, 한일양국정부는 [비관세조치]와 [비즈니스환경정비]라는 명목으로 진행
하고 있는 노동자민중의 권리침해조치를 즉각 철회하라! 

하나, 우리의 노동/생활/환경/인권을 파괴하는 한일FTA를 비롯한 모든 FTA협상
을 즉각 중단하라!

Joint Statement of Korean and Japanese Workers and Social Movements 




We Demand an Immediate Stop 

to Korea-Japan Free Trade Agreement Negotiations 

- The FTA will destroy the livelihoods of people in the two countries! 




The governments of Korea and Japan will hold the 6th negotiations for 
the Korea-Japan Free Trade Agreement (KJFTA), from 1st to 3rd November, 
at the Ministry of Foreign Affairs, Kasumikaseki, Tokyo. Workers, social 
movements and NGOs in Korea and Japan have strongly been demanding that 
the two governments immediately halt their negotiations and that they 
gain the consensus of people in the twocountries, ever since the talks 
began last December. This is because the KJFTA has the potential to 
infringe the most basic rights of the people in thetwo countries. 
However, the two governments have consistently turned a deaf ear to our 
demands and continue their negotiations. 




After the Doha Development Agenda framework was agreed upon during the 
WTO General Council meeting in July, governments are further driving for 
bilateral and regional FTAs that they had been promoting. Amidst all 
this, Korean and Japanese governments plan to conclude the KJFTA in 2005 
to mark the 40th anniversary of normalization of diplomatic relations 
between the two nations, and then to go further to establish a free 
trade area in the East Asia region, including China. 




At the moment, the two governments are refusing to disclose any of the 
contents of the negotiations, citing reasons ofcustom'. In order words, 
issues that are of great concern to the everyday lives of people in the 
two countries, such as labour, environment, healthcare, and agricultural 
sovereignty, are being unilaterally discussed behind firmly closed 
doors. If the two governments come to an agreement, the FTA will then 
immediately be submitted to the National Assemblies to be ratified. At 
this very moment, our precious lives and rights are being traded off in 
such a ridiculous way. Our lives, our environment, our health are not 
objects that can be traded. This Earth that we live upon is, for sure, 
not a commodity. Therefore, we sternly disagree to the negotiations that 
are taking place. 




Prior to the KJFTA negotiations, business, government and academic 
counterparts of the two countries published a 'Korea-Japan FTA Joint 
Study Group Report' last October. This report unilaterally concludes 
that although in the short run, the KJFTA is expected to have a negative 
impact on Korea due to increased trade deficit, in the long run, it will 
be beneficial toboth countries because of the strategic alliances that 
will take place between industries. Nowhere in the report is there a 
mention of the fact that increased trade deficit against Japan will 
force small businesses to bankrupt, nor that restructuring and 
integration of businesses through "strategic alliances" will drive 
workers and their families onto the streets. This is why there are 
rising voices in Korea, which is expected to be hit harder, calling 
for 'caution' or a stop altogether. 




The effects of the KJFTA become even more evident, when we look at it 
sector by sector. In agriculture, in a situation where rate of food self-
sufficiency is dropping in both countries, the FTA will further weaken 
the foundations of food production. From the perspective of consumers, 
measures that have been recommended, such as the Mutual Recognition 
Agreement (MRA), Sanitary & Phyto-Sanitary Measures and the introduction 
of Codex Alimentarius Commission (CAC) standards, have the potential to 
threaten health and food safety. The Korea-Japan Bilateral Investment 
Treaty (BIT) that took off in January 2003, despite resistance of both 
countries, takes the Multilateral Agreement on Investment (MAI) as its 
model. The governments are now discussing the possibility of integrating 
the clauses of the BIT into the FTA, with the intention of further 
progressing, through the FTA, ! the investment treaty. We cannot accept 
this strengthening of the investment treaty, which enables foreign 
investors to file suits against the State while ignoring labour and 
other regulations of the invested country. 




The KJFTA negotiations are also tabling measures that will seriously 
undermine various social movements, including the workers, peasants, 
environment and consumer movements, by including 'Non-Tariff Measures' 
and 'Reorganization of Business Environments'. The FTA identifies 
various movements that are directly related to lives of people to 
be 'non-tariff trade barriers' that obstruct free trade and investment. 
Moreover, the governments are investigating into the possibility of 
introducing measures to suppress people's movements - which are 
considered as 'barriers' - under the name of 'reorganizing business 
environments'. This is something that is not even in the WTO. The 
attempts toundermine rights of the people through 'non-tariff measures' 
and 'reorganization of business environments' must immediately be 
stopped. 




Today, the 'Korean Struggle Delegation to Stop KJFTA' arrived in Japan, 
to voice out our refutation against the FTA. Japanese social movements 
and organizations have formed the 'November Joint Action Committee 
against the KJFTA Negotiations' in solidarity with the Korean Struggle 
Delegation and to undertake joint struggles. We declare that from today 
until 3rd November, workers, social movements and NGOs of Korea and 
Japan will initiate joint actions against the KJFTA November 
negotiations, and we adamantly demand the following to the negotiators 
of the two countries. 




-   Disclose all negotiations and proceedings to the public! 

-   Immediately halt all attempts to undermine rights of workers and 
peoples under the name of 'non-tariff measures' and 'reorganization of 
business environments'! 

-   Immediately stop negotiations for all free trade agreements, 
including the Korea-Japan FTA, which destroy our work, our lives, our 
environment and our human rights!
