KOREAN STREET VENDORS STRUGGLE TO MAKE A LIVING

Park Bong-Kyu made his earning by selling gadgets on the streets of 
Seoul.
Like many other street vendors, he had been under constant threat of 
violent
actions by local officials. They used to take his goods by force and 
destroy
his stall when they cracked down on the street vendors. In protest 
against
such riotous situation, he eventually set himself alight in public on 23
August 2002 and he passed away 6 September. Since this tragic death, 
NASVK
has been demanding an apology from those responsible for it. Until now,
there have been more than 17 mass rallies, and small rallies have also 
been
held. A large number of street vendors have joined the rallies. But the
government has ignored the death of Park Bong-Kyu and the increasing 
voice
of street vendors. Now eight persons of those who have led the rallies 
are
wanted by the police since 24 December 2002. Two of them are Kim Heung-
Hyun
and Choi In-Gi, who participated in the international launch of StreetNet
International in Durban, South Africa, in November 2002.

Since the financial crisis in 1997, the number of unemployed in Korea has
drastically increased. Many of them became street vendors for livelihood.
However, instead of reflecting on this reality, the government enforced
regulation, which made basic livelihood even more difficult. Many of
crackdowns are practiced not by ward officials but by civilian service
employees who are often suspected to be related with gangs. They treat
street vendors very violently. So whenever a crackdown happens, lots of
vendors suffer mental and physical torture. In particular, women 
experience
even sexual harassment. During the crackdown just before he burned 
himself,
Park Bong-Kyu was beaten and insulted. The government has expressed 
neither
apology nor condolences. His corpse is still unclaimed at a morgue. His
family doesn't want to bury his body until the government adopts a 
sincere
attitude to his death.

On 9 January 2003, a working man whose name is Bae Dal-Ho burned himself 
to
death in protest against the suppression of trade union and worsening
working conditions. The police has issued a seizure and search warrant on
his dead body – therefore his family are unable to hold a funeral. (Up
to now, his corpse remains on the spot where he burned himself! His
colleagues are preventing the police from confiscating his body by 
force.)
Other workers began protesting against the company and the government who
ignores the duty of mediating. This shows the desperate situation of the
deprived in Korea. NFSVK says: ¡°It is very important to continue our
protest because the orientation of government's policy for street vendors
depends on the resolution of this accident. We will not give up our fight
until the government takes the death of Park Bong-Kyu into serious
consideration and expresses their sincere apology.¡±

StreetNet International appeals to the government of Korea to engage in
sincere dialogue with their street vendors about how they are to earn 
their
livelihoods, starting by convening an urgent meeting with the National
Federation of Street Vendors of Korea (NFSVK). Surely only sincere and 
open
dialogue is the best way to avoid such drastic and desperate actions by 
poor
struggling people who are being frustrated every day in their attempts to
make an honest living.
