6월 세계경제포럼(WEF) 동아시아정상회의 반대투쟁 국제호소문 
 
 



6월 13일부터 15일까지 서울에서는 '세계경제포럼(WEF) 동아시아 경제정상회
의'가 개최됩니다. 전세계 정치가, 자본가, 관료, 학자 등 800여명이 모여들 
이 포럼은 신자유주의 세계화를 더욱 촉진하고 특히 아시아에서의 기업활동과 
자유무역협정 등을 활성화하며 군사적 지배를 정당화하는 논의를 할 것입니
다. 한국정부는 이를 계기로 자유무역협정에 박차를 가하며 동북아 경제중심으
로 가기 위한 각종 조치를 강화할 것입니다. 한마디로 이 포럼은 지배엘리트들
의 클럽이며 노동자 민중의 권리를 파괴하는 내용으로 가득차 있습니다. 아래 
내용은 WEF 동아시아회의에 반대하는 공동투쟁을 국제적으로 만들어내기 위해 
민주노총에서 다른 나라 사회운동단체들에게 보낸 투쟁 호소문입니다.

『제1차 국제호소문』

우리는 세계경제포럼 동아시아경제정상회의에 대해 아시아 사회·민중운동이 
연대 투쟁할 것을 호소한다! 

이라크 점령 1주기를 맞이한 지난 3월 20일 국제반전행동은 신자유주의 세계화
와 군사주의에 저항하는 전 세계 민중들의 열망은 결코 식지 않았으며, 하나
의 도도한 흐름을 형성하고 있음을 증명했다. 한국 민중들은 이러한 세계화와 
군사주의에 반대하는 전 세계적인 저항의 흐름에 동참하였다. 

아시아 민중들의 연대와 단결을 강화하기 위한 행동을 제안하고자 한다. 

6월 13일~15일까지 ‘아시아의 번영과 평화’라는 주제로 세계경제포럼 동아시
아회의(“아시아전략통찰회의”란 명칭이 붙은)가 서울에서 개최된다. 세계경
제포럼은 세계적인 지배엘리트들의 배타적인 사교모임이며, 동아시아 경제정상
회의에서도 신자유주의 엘리트들이 모여 초국적 자본 운동에 더 많은 자유를 
부여하고 노동자 민중의 기본권을 직접적으로 파괴하며 빈곤을 확대시키는 정
책들을 추진하기 위한 방안들이 폭넓게 논의된다. 특히 지난해 9월 제5차 WTO 
칸쿤 각료회의 무산으로 난항에 빠진 다자간 협상을 촉진시키고, 나아가 아시
아 지역에서의 양자간/지역별 자유무역협정 체결을 활성화하는 계기가 될 것이
다. 

이번 동아시아 경제정상회의에서 또한 북핵 위기를 빌미로 제국주의 세력은 아
시아지역에서 군사적 지배를 확대하고자 한다. 아시아는 미국과 제국주의 세력
에게 매우 중요한 지정학적 의미를 가지고 있으며, 자본의 이익을 수호하기 위
한 군사적 통제 전략을 구사하고 있다. 최근 이라크 침략 전쟁과 아울러 ‘대
테러 전쟁’을 통해 아시아에서의 군사적 긴장감이 더욱 
증폭되고 있다. 아울러, 세계경제포럼 동아시아 회의가 시작되는 6월 13일은 
주한미군의 장갑차에 깔려 죽임을 당한 효순이·미선이 2주기가 되는 날이기
에 제국주의와 미군의 폭력과 억압을 다시 한번 일깨워주는 계기이다. 

이러한 정세적 맥락에서, 민주노총, 전농, 전빈련, 전국민중연대, 자유무역협
정·WTO반대국민행동 등 한국의 제 사회민중운동단체는 세계경제포럼 동아시아
경제정상회의에 맞선 투쟁할 것이다. 아울러, 아시아 지역에서 관철되고 있는 
신자유주의 및 군사주의 정책에 맞선 아시아 민중들의 저항을 고양시키고 강화
하는 계기가 되기를 바란다. 우리는 아시아 민중·사회운동세력과 나아가 국제
사회운동세력들에게 6월 12-13일 투쟁에 대한 연대를 요청하며, 동시에 6.14～
15일까지 아시아 연대를 강화하기 위한 아시아 사회운동총회의 개최를 제안한
다. 

투쟁을 지구화하라! 희망을 지구화하라!

We call on Social and Peoples' Movements in Asia to Mobilize against the 
World Economic Forum East Asia Summit!! 



International mobilizations that took place on 20th March against 
occupation of Iraq proved that the resistance of the peoples of the 
world against neoliberal globalization and militarism is evermore 
growing stronger. Korean peoples have also actively participated in 
global struggles against globalization and militarism. 


We propose actions that can contribute to the strengthening of 
solidarity and unity of Asian peoples. 


From 13th to 15th June 2004, the World Economic Forum East Asia Summit 
(named the Asia Strategic Insight Roundtable) will be held in Seoul, 
Korea, under the slogan of "Prosperity and Peace in Asia". The World 
Economic Forum is an exclusive forum of the ruling elites of the world, 
and the East Asia Summit will be an occasion for 
discussion on a range of topics that will give more freedom to 
transnational capital, while increasing poverty and deteriorating the 
rights of Asian workers and peoples. In particular, the corporations and 
political elite gathered in this session are expected to discuss 
measures to stimulate the multilateral trade negotiations that have been 
stalled after the collapse of the WTO Cancun ministerial last September 
and to promote bilateral and regional free trade agreements. 



The WEF East Asia Summit will also be an occasion for imperialist forces 
to strategize for expansion of military control over the Asian region, 
under the excuse of the nuclear crisis of the Korean peninsula. Asia has 
an important geopolitical significance for the 
US and its imperialist allies, who are implementing military strategies 
in order to protect the profit of capital. Recently, along with the war 
and occupation of Iraq, the doctrine of "War against Terrorism" is 
increasing military tension in this region. The commencing date of the 
WEF East Asia Summit, 13th June, is also the second anniversary of the 
deaths of two school girls, Hyosoon and Miseon, who were crushed by US 
military vehicles. The day will once again remind us of the violence and 
oppression of the US and imperialists. 



Under these political contexts, the Korean Confederation of Trade 
Unions, Korean Peasants League, Korean Coalition of Urban Poor, Korean 
People's Action against FTA & WTO, Korean People's Solidarity and other 
movements and organizations will mobilize mass protests against the WEF 
East Asia Summit. We hope that this struggle will be a momentum for 
strengthening of the resistance of not only Koreans but also of all 
Asian peoples against neoliberalism and militarism. 



Sisters and brothers in Asia, and all around the world, we call for your 
support and solidarity for the struggles of 12th-13th June against the 
WEF. We also propose an assembly of Asian social and people's movements 
of all sectors during 14th-15th June. 



Globalize the struggle! Globalize the hope!
