자유무역협정WTO반대 국민행동 사무처입니다. 

지난 5월 27일-29일 멕시코 과달라하라에서 유럽연합-남미․카리브해 정
상회담이 개최되었습니다. 이 때 멕시코 및 여러 나라에서 온 시위대가 평화 
시위를 개최했으나, 경찰은 시위를 폭력적으로 진압했을 뿐 아니라, 연행된 시
위대의 인권을 심각하게 유린했습니다. 
멕시코 사회운동들은 이에 대한 국제적 연대를 호소하고 있으며, 6월 28일을 
지구적 행동의 날로 지정, 세계 곳곳에서 멕시코대사관 앞에서 규탄시위와 항
의서한을 조직화하고 있습니다. 

최근 세계경제포럼에 맞서 반세계화 투쟁을 전개하고 국제연대를 실천했던 한
국의 사회․민중운동도 멕시코 반세계화 시위에 대한 폭력, 도저히 용납
할 수 없는 인권 유린에 대해 규탄을 합시다.

2. 6월 28일 오후(3시 경; 시간 다시 공지) 멕시코 대사관에 면담을 요청하고 
국민행동 항의 서한을 직접 전달합시다. (한남동 단국대 옆 대사관 밀집 골
목, “니나 리찌” 건물 건너편)


<배경>
o 지난 5월 27일부터 29일 동안 멕시코 할리스코州의 과달라하라에서 유럽연
합-남미․카리브해 정상회담 개최
o 정상회담에 맞춰 청년학생, 노동조합과 기타 시민사회단체들은 대안포럼과 
문화행사 등을 개최하고, 28일 세계화 반대 시위를 평화적으로 개최
o 시위 당시 고용된 것으로 보이는 ‘도발자(provocateur)’들이 시위대로 가
장, 경찰에 대해 폭력적으로 도발. 경찰 또는 정부가 고용한 ‘도발자’로 파
악되는 이유는 멕시코에서 흔한 일이며, ‘도발자' 집단의 정체가 파악이 안되
며, 복장이 다른 사람들과 현저히 달랐다는 점, 다른 시위대가 연행․폭
행당했음에도 그들만은 무사했다는 점 때문임. 
o 시위가 해산된 몇 시간 이후에도 경찰은 시위대를 끝까지 쫓아 100여명을 연
행해갔음. 
o 프란시스코 아쿠냐 주지사는 “연행자들을 철의 손으로 다루겠다”라고 엄포

<연행 후, 감옥에서의 인권유린 상황>
o 26시간 동안 연행자에 대한 정보 제공 거부 - 이 시간 동안 심각한 인권유
린 자행. 여성들에게 나체 강요, 강간 위협, 남성들에게는 지속적 구타. 전기 
고문, 화장실 물 마시도록 강요, 잠을 못자게 하고, 머리에 플라스틱 봉지 씌
운 채 복부 구타, 죽일 것이라고 협박하는 등 정신적/육체적 고문 자행.
o 변호사 면담 또는 가족에게의 전화통화 거부, 부상자에 대한 치료 거부
o 45명이 법적 처벌, 4명의 미성년자는 청소년보호원에 수감. 30여명은 5,000-
20,000 미화달러 상당의 보석금으로 석방. 외국인에 대해서도 비슷한 고문을 
가한 후 추방. 
o 멕시코 단체들은 국제적으로 연대 호소문 배포, 항의서한 조직화. 스페인과 
미국 등에서 연대 시위. 지난 칸쿤투쟁으로 연계를 맺기 시작한 멕시코 단체들
이 한국에 연대 요청. 

<현재 상황>
o 주지사는 시위진압 경찰에 오히려 포상금을 주고 있는 상태. 정부는 연행과 
수감이 합법적이며 인권유린은 없었다고 주장.
o 현재 24명이 아직 감옥 수감 중. 
o 멕시코 단체들은 연행자 모두 석방할 것, 인권을 존중할 것, 각종 고문과 폭
력을 사용한 경찰 처벌할 것, 연행자에 대한 정신적․육체적 부상 보상
할 것을 요구하고 있음. 

o 이 사태를 명령한 할리스코 주지사 프랜시스코 아큐냐는 지난 17일 한국을 
방문, 정부/재계 관련들과 만나 한-멕시코FTA에 대한 논의를 하고 갔음.

We have been informed by Mexican social movements about a very serious 
situation in Mexico. 

During the EU-Latin America Summit in Guadalajara, Mexico, on 28th May, 
many Mexicans and activists from other countries were protesting 
peacefully against the summit and the injustices of neoliberal 
globalization. 

However, we were shocked to hear that the police were very violent in 
the process of suppressing the demonstration, and we were even more 
shocked to hear that brutality, torture and sexual violence were 
committed against the 100 or so demonstrators who were detained. 

We have been informed that the authorities denied information about the 
people they had in detention for a period of 26 hours. The police forced 
women to stand naked, while they were threatened with rape. Men were 
held lying on the floor and were beaten. Electrical shocks were used, 
and the police put plastic bags in their heads and beat their stomachs 
in the style known as "Jalisco Heat". They were not allowed to see a 
lawyer or call their families. Several detainees reportedly suffered 
serious injuries at the hands of officials and were denied medical 
attention. This mistreatment of protesters fulfilled Governor Francisco 
Ramirez Acuña’s announcement that “there will be an iron hand 
against the detainees”.

We have heard that there are still 24 persons still in jail. 

We feel that the unlawful detention of the demonstrators and the 
appalling abuse goes against the basic principles of democracy, and 
demand the following to the Mexican government. 

We urge the government to free all detainees; to respect their rights 
and to punish who ordered and executed all the above facts; to carry out 
a complete investigation to determine responsibility for these human 
rights violations and lay the appropriate charges against those deemed 
responsible; and finally, to fix the damage done to the detainees.
